Reform of the federal income tax system has become a perennial item on the domestic policy agenda of the United States, although there is considerable uncertainty over specifics. Indeed the recent report of the President's Advisory Panel on Federal Tax Reform recommended not one but two divergent policy directions. In Fundamental Tax Reform, top experts in tax policy discuss a wide range of issues raised by the prospect of significant tax reform, identifying the most critical questions and considering whether the (...) answers are known, unknown--or unknowable. The debates over tax reform usually concern the advantages and disadvantages of income-based taxation as opposed to any of the several alternative forms of consumption-based taxation. The book opens with chapters that discuss the strengths, weaknesses, and political feasibility of these options. Interprets Plato's Charmides as a microcosm of Socratic philosophy that presents Plato's vision of the life of critical reason and of its uneasy relation to political life in the ancient city.

Applying Snyder and Feldman's 1984 consolidation‐transition model to moral judgement development has enabled further understanding of how moral judgement translates to moral functioning. In this study, 178 college students were identified as being in consolidated versus transitional phases of moral judgement development using Rest's Defining Issues Test (DIT). Participant moral functioning was inferred through an honest decision‐making index along with Attitudes Towards Human Rights Inventory (ATHRI) and Volunteer Functions Inventory (VFI) scores. Multivariate Analyses of Variance revealed that the consolidated group (...) was significantly more honest than the transitional group. No differences attributable to moral judgement phase were seen for ATHRI and VFI scores. Findings support the claim that consolidated phases improve the explanatory power of moral judgement for certain moral functional outcomes—particularly those involving ambiguity and minimal time for decision‐making. ABSTRACT This essay considers definitions of racism which emphasise its behavioural, motivational, and cognitive features. The behavioural definition (‘the failure to give equal consideration, based on the fact of race alone’) is rejected, primarily due to its inability to distinguish between ‘true’and ‘ordinary’racism. It is the former which is morally most objectionable — and which identifies the essence of the racist attitude and belief. The central part of the essay argues in favour of the motivational approach to the definition (‘the (...) infliction of unequal consideration, motivated by the desire to dominate, based on race alone’) and clarifies the way in which racism, thus understood, conflicts with the principle of human equality. Finally, the cognitivist definition (‘unequal consideration, out of a belief in the inferiority of another race’) is also rejected, despite its intuitive appeal. The overall discussion has important implications for moral philosophy. It is shown both that the principle of human equality does not strictly imply equal consideration, and that one may violate the principle of equal perception, yet not deny the principle which, from the perspective of this argument, is the more fundamental element in the principle of human equality, the principle of equal human worth. In this commentary on Carse and Rushton’s call for reorientation of moral distress, we state agreement with the authors that the discourse of moral distress should refocus on the moral components of integrity. We then explain how our philosophical taxonomy of moral distress, mentioned by the authors, appeals to moral integrity. In this process, we clarify our taxonomy’s appeal to Aristotle’s concept of akrasia. We conclude by offering support of Carse and Rushton’s challenge to organizations to strengthen moral integrity by (...) fostering resilience. (shrink)

Resident microbiota do not just shape host immunity, they can also contribute to host protection against pathogens and infectious diseases. Previous reviews of the protective roles of the microbiota have focused exclusively on colonization resistance localized within a microenvironment. This review shows that the protection against pathogens also involves the mitigation of pathogenic impact without eliminating the pathogens (i.e., “disease tolerance”) and the containment of microorganisms to prevent pathogenic spread. Protective microorganisms can have an impact beyond their niche, interfering with (...) the entry, establishment, growth, and spread of pathogenic microorganisms. More fundamentally, we propose a series of conceptual clarifications in support of the idea of a “co-immunity,” where an organism is protected by both its own immune system and components of its microbiota. -/- . Two profound atrocities in the history of Western culture form the subject of this moving philosophical exploration: American Slavery and the Holocaust. An African American and a Jew, Laurence Mordekhai Thomas denounces efforts to place the suffering of one group above the other. Rather, he pronounces these two defining historical experiences as profoundly evil in radically different ways and points to their logically incompatible aims. The author begins with a discussion of the nature of evil, exploring the fragility (...) of human beings and the phenomena of compartmentalizing, unquestioning obedience to authority, and moral drift. Citing compelling examples from history and contemporary life, he characterizes evil acts in terms of moral agency, magnitude, and intent. With moving testimony, Thomas depicts the moral pain of African Americans and Jews during their ordeals and describes how their past as victims has affected their future. Without invidious comparison, he distinguishes between extermination and domination, death and natal alienation, physical and mental cruelty, and between being viewed as irredeemable evil and as a moral simpleton. Thomas also considers the role of blacks and Jews in the Christian narrative. _In Vessels of Evil_, Thomas also considers the ways Jews and blacks have gone on to survive. He analyzes the relative flourishing of Jews and the languishing of blacks in this country and examines the implications of their dissimilar tragedies on any future relationship between these two minorities. This is a largely expository review of Thomas Polger’s and Laurence Shapiro’s The Multiple Realization Book (Oxford Press 2016).

With each of our three criminal-law topics—defining offenses, apprehending suspects, and establishing punishments—we feel, I believe, strong moral resistance to the idea that our practices should be settled by a prospective-participant perspective. This becomes quite clear when we look at how the “reforms” suggested by institutional viewing might combine once we consider all three topics together: imagine a more extensive and swifter use of the death penalty in homicide cases coupled with somewhat lower standards of evidence; or think of backing (...) a strict-liability criminal statute with the death penalty. Of course, such “reforms” would increase the execution of innocents; but, their proponents will tell us, any penal system involves the punishment of some innocents, and, if it provides for the death penalty, the execution of some innocents. Moreover, why is it worse for innocents to be punished than for innocents to suffer an equivalent harm in some other way? Formulated from a prospective-participant perspective: Why not run a small risk of being innocently executed in exchange for reducing, much more significantly, the risk of dying prematurely in other ways? What rights govern heterosexual and homosexual behaviors? Two distinguished philosophers debate this important issue in Sexual Orientation and Human Rights. Laurence M. Thomas argues that a society which has the constitutional resources to protect hate groups can protect homosexuals without valorizing the homosexual life-style. He defends the view that the Bible cannot warrant the venom that, in the name of religion, is often expressed against homosexuals. Michael E. Levin defends the unorthodox view that the aversion some people experience (...) toward homosexuality deserves respect. He further argues that while homosexuals enjoy the same rights as others to be free of violence and discrimination, they do not have more extensive rights. (shrink)

The essay discuss the issue of comparing the American Slavery and the Holocaust, and the extent to which the ideology of the American dream has fueled invidious comparisons between the two peoples. Just as murder and rape are wrongs to be understood in their own right, I argue that a like claim holds for American Slavery and the Holocuast. The essay further points out that we should be weary of supposing that wrongdoing is the sort of the thing for which (...) compensation is at all possible. (shrink)

Speciesism is the wrong of not acknowledging the moral qualities that non-human animals possess that are similar or equivalent or even superior to the moral qualities that human beings possess. However, since it is manifestly clear that no one thinks that apes are in any way obligated to human beings, it clearly cannot be a form of speciesism to be mindful of the differences on the basis of which that is so. In opposition to the advocates of the Great Ape (...) Project, my aim in this essay is to establish the quite minimal claim that apes should not have the same moral status as human beings because human beings have a far greater capacity for moral responsibility than do apes. The claim that I wish to establish is quite compatible with the claim that apes should be treated in a much more morally wholesome manner. (shrink)

Having children is the most common aim among human beings. The Family and the Political Self aims to capture the insights that can be gleaned from taking this truth seriously. One truth is that human beings may not be as self-interested as is commonly supposed. In this book Laurence Thomas argues that the best construal of the political self reflects this truth.

In this article, the focus is on developing a governance concept built on integrating the ISO 26000 Social Responsibility standard with an “employee social responsibility” concept developed by the authors. To this end. The authors propose to compliment the voluntary, organizationally adaptable, ISO 26000 SR standard for the organization/firm with a seamlessly integrated—and equally adaptable—ESR concept for the individual/employee of that organization/firm. An SR/ESR governance concept emerges, with an emphasis on implementing a SR-based business enterprise code of conduct and ESR-related (...) functional-level codes of conduct, the latter firmly ensconced in an organization's ethical climate.
